Uncertainty abounds for nonprofits, between:
- proposed changes to the federal certification requirements for federal grants and contracts;
- significant amendments to the Uniform Guidance governing federal agencies and their grant recipients; and
- proposed revisions to IRS Form 990 focused on federal grants and contracts and fiscal sponsor arrangements.
These proposed updates confirm the current administration’s focus on transparency and visibility when it comes to federal grant funds/other charitable dollars — with a particular emphasis on the administration’s priorities related to DEI, immigration, and “domestic terrorism.” There will be a tight timeline for complying with the contract certifications and changes to the Uniform Guidance, and an announcement of specific Form 990 revisions is expected shortly.
